Unable to manage a netns-based service instance in R3.2 web ui

It is impossible to create a netns-based service intsance (such as haproxy-load-balancer or netns-snat) from the web ui. The ui complains: "Image name not found for this template".

Moreover, it prevents one from modifying svc-monitor created instances, e.g. to tweak an HA mode.

A similar bug is reported in [1] and half-fixed. A proper fix is to check not to disable image check physical instances, but for every template which has no image associated.
