vcenter-as-compute: EsxiComputeVM contrail-vrouter-nodemgr shown initializing

This seen on Vcenter-as-compute sanity with latest R4.0 #20 ( newton )
This issue seen soon after Fresh install provisioning.
"ps" shows running and when restarting this service, it just shown "active" fine

From 4.0.1, vcenter provisioning will be through SM.
Marking these for re-verifying with SM provisioning in 4.0.1 and trunk.

Workaround was to restart the services, and they came back up fine.

nodemgr checks for ntp status only after 10 min. So, after restarting nodemgr, the status of nodemgr wouldn't reflect the ntp status immediately.
