vcenter-as-compute: contrail-webui and horizon not accessible with service contrail-webui shows disabled-on-boot

Bug Description

This seen on Vcenter-as-compute sanity with latest R4.0 #20 ( newton )
This issue seen soon after Fresh install provisioning.
contrail-webui and horizon not accessible with below errors
contrail-webui: User is not authorized to any project.
horizon: Unable to retrieve authorized projects.

and it is observed from "contrail-status", service contrail-webui disabled-on-boot

From 4.0.1, vcenter provisioning will be through SM.
Marking these for re-verifying with SM provisioning in 4.0.1 and trunk.

Note: Workaround was to restart the services, and they came back up fine.
