[UI] Clicking on info icon toggles option

Bug Description
The info icon for the Managed Allocation toggle in MAAS provides a helpful explanation. However, if you click on it with a mouse, the option toggles! The option should only toggle if you click on the slider button itself, not its info icon.

Rich, was this done as part of accessibility? I've noticed that clicking on the label also toggles the option.
