timezone of container needs to be same as that of the host

Bug Description

R4.0 Build 18 Ubuntu 16.04.2

Timezone on container is UTC...we should really keep it same as that on host..will help debugging..

root@nodec3(controller):/# cat /etc/timezone
Etc/UTC
root@nodec3(controller):/# exit
exit
root@nodec3:~# date
Sat Jun 3 23:41:06 IST 2017
root@nodec3:~# cat /etc/timezone
Asia/Kolkata
root@nodec3:~#

Timezone modified on container to be same as host machine

Today timezone on container is same as host machine. Earlier
it was showing a default value Etc/UTC. Now this code shows
the timezone same as that of host machine.
