Wishlist: Searching Reports Templates

Goal of this bug is to provide a simple search interface for locating reports templates within the reports interface. A list of requirements can be found here: http://masslnc.org/node/3307. This project is sponsored by MassLNC.

Some additions to the requirements list:

* I'm planning to make the search a simple case-insenstive 'contains' search (with ilike or "~" regex queries -- similar to ACQ unified search).

* Search results will be sorted by template name by default.

* To support search results that might return a high number of results, paging support will be added to the templates list interface, including support changing hits per page, next page, previous page, and jump back to first page.

Tested with normal and shared template folders; awesome! One minor bug, but I'm going to push anyway: when you create folders in a given instance of the page, the search folder menu will gain extraneous entries but otherwise still work correctly. A page reload fixes it.
