Bug Description

This is a tracking bug for live migration ssh connection errors similar to:

Live Migration failure: operation failed: Failed to connect to remote libvirt URI qemu+ssh://stack@ubuntu-xenial-2-node-rax-ord-9016742-596845/system: Cannot recv data: ssh_exchange_identification: Connection closed by remote host: Connection reset by peer

Need to track this and determine if it is cloud specific and from there dig into why these ssh connections are failing.
