newton: heat.conf needs to have admin_project_name set

Bug Description

admin_project_name has to be set in heat.conf for newton else a admin of any project can access any stack, this is part of the new change made via https://bugs.launchpad.net/heat/+bug/1466694

Its recommeneded to set admin_project_name in heat.conf as below.
[resource]
admin_project_name = admin
admin_project_domain_name = Default
