Bug Description

The file /pypowervm/tasks/partition.py has a method has_physical_io() which is used to determine if a partition has physical I/O associated with it, and thus often whether it is hosting I/O traffic. We found this method was incorrectly marking a compute host as having physical I/O even though it doesn't. Upon investigation, this seems to be because there is an I/O slot with a description "3D Controller" which this method thinks is physical I/O, but it is not.
