Please merge system-config-printer with Debian 1.5.9

Bug Description

system-config-printer is now being maintained (hopefully?) at https://github.com/zdohnal/system-config-printer

Debian packaged the latest version from there, but it was done too late for Ubuntu 17.04. We should do this merge for 17.10.

Thanks, but there were some other changes in the Debian package besides the new version:

Switching to dh in particular seems very helpful. For instance, it provides dh_auto_test to automatically run the package's build tests.

I have done another upload now (-0ubuntu2) taking in the Debian changes. Now the build is dh-based.

Note that there are many extra patches for driverless printing support and some general fixes. I will submit them upstream soon.

The ippusbxd support will be removed later on when Avahi is fixed (https://github.com/lathiat/avahi/issues/125) so that IPP-over-USB printers work with CUPS alone (auto-setup by CUPS).
