    Remove deprecated glance_api_version option

    glance_api_version option is deprecated in Cinder from 11.0.0 (Pike),
    so remove from Cinder configuration template.

    cinder_glance_api_version is only used in the template, so it is also removed.

    glance_api_version option is deprecated in Cinder from 11.0.0 (Pike), so
    remove from OSA-os_cinder and related option: cinder_glance_api_version.
