Z39.50 response should include call number prefix and suffix

When the Z39.50 server includes a call number in the 852 $c it needs to also include any prefix and suffix associated with the call number similar to the way the catalog displays them in the available copies list.

Several of our libraries are using a discovery service (EBSCO EDS) that is getting current copy information from Z39.50. Lacking the prefix causes a call number like:

Ref QA76.5 .F697 1984 [NECC only]

to appear in the 852 as

QA76.5 .F697 1984

I wonder if there's any advantage in sticking the prefix and suffix (when present) in separate subfields, like the way that the MARC21 specifies 852 $k and $m.
