Keystone documentation theme needs to be updated

Keystone documentation is still using the old theme whereas the OpenStack manuals have been updated to use the new docs theme.

To be honest, I'd go as far to change that to wishlist. Not necessary, just nice :)

I had got it as we were trying to push all the projects to use this theme so that it looks consistent throughout OpenStack.

    Updated the keystone docs to follow the docs theme

    Changed the existing keystone documenatation html theme to the
    new openstackdocstheme. For reference, the same theme is being
    used here, https://docs.openstack.org/admin-guide/.
