Same here in Xubuntu 16.04 64bit system.
There was an old bug odged at https://bugzilla.xfce.org/show_bug.cgi?id=8105 about this; could this be a similar problem this time?

Just for interest and information, I also have Xubuntu 17.04 as a virtual installation in VBox and the xfce4-weather-plugin works fine in that with version 0.8.9-1 of the plugin.
Seems that it is just the 0.8.6-1 that is the problem.
I have therefore downloaded the 0.8.9-1 version from
https://launchpad.net/ubuntu/+source/xfce4-weather-plugin/0.8.9-0ubuntu1/+build/12025316/+files/xfce4-weather-plugin_0.8.9-0ubuntu1_amd64.deb
and that is working without a problem in 16.04 as well, showing the weather as it should according to my settings.
I presume this version will also work in Mint 18.1, though can not guarantee that; must be worth trying.

Is it possible for developers to update the package with a patch or update the package version?
