[R4.0-6] Ping to sub-interface of different VN failing

Bug Description

Testcase test_intf_mirror_with_subintf_src_cn1vn1_dst_cn2vn2_analyzer_cn3vn3 fails as ping to sub-interface of different VN failing.

Creating 6 different VN's and create 3 parent port (src, dst, analyzer) with 3 VN and 3 sub-interfaces (one under each parent port) with remaining VN's.

Then launching 3 VM's with 3 parent port and adding the respective sub-interfaces to it.

Now trying to ping between sub-interfaces belonging to src VM and dst VM and ping fails. Able to ping the parent port on other side but sub-interface ping fails.

Could see config sending the mac-address of sub-interface as 00:00:00:00:00:00

Do not return True in the middle of a check

In pre_dbe_create, we should not return True in the middle of a
check. This will cause other checks to be skipped.
