Bug Description

R4.0 Build 6 Ubuntu 16.04.2 container setup

For ubuntu 16.04.2, doing a kill -3 on contrail-vrouter-agent did not generate a core-file

https://github.com/Juniper/contrail-ansible-internal/commit/c67742d587effe05e164aa4be93461fc232987bc seems to have enabled for only centos

Assigning to Hari as we are not looking into provisioning within container. If this has to be done on BMS (in external ansible) please let me know and reassign.

The above fix is not sufficient for ubuntu 16.04 as the daemons are invoked via systemd. Need to update ulimit before starting them. This problem should be applicable to all containers in ubuntu 16.04.
