Metadata not sent to Icecast server

We run an online community radio station and are having a lot of issues with our presenters not being able to send their metadata to our servers. Their first song won't send and neither will any others. Their metadata wont update once during a show. Even though all of their songs are tagged properly and show up on the decks, in file browser and in the library with the correct metadata.

We are all using either windows 8 or 10 with Mixxx 2.0

Also having the same problem with shoutcast, libshout3 and Linux Mint 19.1. Currently on version 2.2.1 but I've had it on all versions from 2.0 upwards (not tried older ones, rather have the latest if possible)

The same with Mixxx 2.3.0-alpha-pre (build master r6715)
on Linux mint 19.1 x64

streaming to Shoutcast server.Metadata aren't sent to server. Neither static nor Dynamic.
Stream name is sent normally.

Critical since commercial public servers need these info for paying copyright royalties.

In windows 7 ultimate x86 fully updated the 2.3.0-alpha-pre (build master r6716) is OK. No problem. Sends the metadata normally.

I've gone all the way to 2.3.0-alpha-pre (build master r6717) and it's still the same. Seems to be a bug

I went from 2.0 and tried every version upwards
