Bug Description
The circ modifiers in Circ Modifier field on Copy Editor appear randomly. They are in alphabetical order on XUL Client.
With a long list, it is not easy to find the target circ modifier.

Added ng "orderBy" filter to front-end webstaff to alpha sort Circulation Modifier list dropdown.
This change is at user/cesardv/
