If you deploy neutron-server and agents on different nodes, it's possible that agents will fail to start if they are started at step 4 and start before the neutron-server which is also started oon step 4.

Can you expand a bit as to what errors we'd see in this situation? Is this a problem only during deployment (i.e. if a node with neutron-server reboot are the agents able to reconnect to it properly when running on different nodes?)
