Bug Description
There is currently not a parameter to configure neutron ML2 overlay_ip_version option from T-H-T, so when we want to enable IPv6 vxlan tunnel endpoints, there is a configuration mismatch between Neutron server, which defaults overlay_ip_version to IPv4, and OVS agent, which configures an IPv6 endpoint address.
This parameter should be added to neutron-plugin-ml2 service so user can specify either IPv4 or IPv6 tunnel endpoints.
