Deployment tasks don't synchronize in MOS 8.0 due to changed update procedure

For now in update procedure for Fuel master node 8.0 we run 'yum update' when docker is shut down https://docs.mirantis.com/openstack/fuel/fuel-8.0/maintenance-updates.html#mu8-0-how-to-update. When yum updates fuel-library8.0 package, 'fuel rel --sync-deployment-tasks' command tries to synchronize deployment tasks https://github.com/openstack/fuel-library/blob/stable/8.0/specs/fuel-library8.0.spec#L167. But synchronization fails because Nailgun is shut down: http://paste.openstack.org/show/609672/

That's why additional run of 'fuel rel --sync-deployment-tasks' command is needed at the end of update procedure for Fuel master node.
