[UI] Kubernetes: Configure> Networking> Service Instances throws Internal server error

Bug Description

R4.0 Build 4 Ubuntu 16.04 container setup

This will be a kubernetes setup, but k8s is not installed yet.

In such a state, Clicking Configure>Services>Service Instances throws error as shown in attachment

In last discussion with Vedu, we weren't sure whether Service Instance is supported in this mode or not.

As orchestration mode in UI config file is none, SO nova-status call throws above error.

Service chaining is not supported in kubernetes
