docker service(version 1.11) fails to start after contrail ansible provisioning

Bug Description

R4.0 Build 4 Ubuntu 16.04 container controller setup

Ubuntu 16.04 comes with docker version 1.11 which does not have dockerd

dockerd seems to have been included only from 1.12 onwards.
Our contrail ansible provisioning updates the docker service file to run dockerd ..which results in docker service itself to fail

While we can mandate supporting only dockers with v1.12 or above, we could also run 'docker daemon' instead of 'dockerd'
