Scaling resets from 1.5 to 1 after screen lock / unlock

Bug Description
Ubuntu 17.04, I have a 4K (3840x2160) monitor connected to my computer.
I have set the scaling to 1.5 (System Settings / Displays / Scale for menu and title bars).
When I walk away from the computer, after a while the screen is locked. When I unlock it by entering my password, the scaling is reset to 1 and the Ubuntu menu bar at the top of the screen, the launcher and windows are all small.
I have to go back to System Settings / Displays and set it back to 1.5.
Locking / unlocking the desktop should not affect the scaling factor setting.

It doesn't have anything to do with the lock screen; if I go to System Settings / Brightness & Lock and set Lock to OFF, then wait 5 minutes for the screen to turn off, then press a key to wake it up again, then the scaling is also reset to 1.
