MAAS should allow transitioning between all node types

Bug Description

I added libvirt as a POD to MAAS. This added my test machines in addition to my development machines. I don't mind MAAS knowing about my development machines but I don't want to risk running a deployment. Normally I have these machines known as devices and would like to be able to convert them from machines to devices. Likewise MAAS should be able to convert a known device to a machine, asking the user for power information.

I did this manually using the MAAS shell but now MAAS doesn't think the devices are associated with the POD.

Is it really you want to mark is as a device? Because it can be PXE booted from MAAS and deployed. Seems like it would be better to keep it as a machine, but manually allow marking it as deployed and owned by a user.
