Bug Description

2017-04-26 11:12:30.725 CRITICAL networking_vpp.agent.server [-] Failed VPP call to sw_interface_set_flags(, {'deleted': 0, 'link_up_down': 1, 'sw_if_index': 8, 'admin_up_down': 1}): retval is -1

This fails when the super-interface is not also up.

Best to raise parent interface as we raise VLAN interface.
