httpd.conf no longer installed by default on supported Debian/Ubuntu releases

Bug Description

The Makefile.install script for OpenSRF contains a check of the file /etc/apache2/httpd.conf for whether it loads mod_placeholder (for Debian/Ubuntu systems). According to the inline comments, this was to accommodate apxs. However, /etc/apache2/httpd.conf does not exist on supported Debian/Ubuntu releases and the script emits the following error:

grep: /etc/apache2/httpd.conf: No such file or directory

Branch coming that removes those lines from Makefile.install.

Indeed, that can go, so I've merged this to master. Thanks, Chris!

I note that src/gateway/Makefile.am still has logic to create httpd.conf if it doesn't already exist. I'm pretty sure that recent Debian won't need that either, but I'm punting on doing anything about it in case the Gentoo build still needs that.
