The problem is that the 'style' attribute on the 'svg' element is somehow
being lost. This style contains "fill-rule:evenodd", and without this the
fill-rule defaults to "nonzero", and the phoenix disappears.

Hello Frederik.

I had tested your file again with a newer version of Inkscape, and can not confirm anymore. I have exported with the new version to plain svg and i see in the header of the plain svg:
<?xml version="1.0" encoding="UTF-8" standalone="no"?>
<!-- Created with Inkscape (http://www.inkscape.org/) -->
<svg
   xmlns:svg="http://www.w3.org/2000/svg"
   xmlns="http://www.w3.org/2000/svg"
   version="1.0"
   width="100%"
   height="100%"
   viewBox="0 0 3.5617577 3.5617546"
   id="svg2"
   xml:space="preserve"
   style="fill-rule:evenodd">
 <defs

I can see all parts of your graphics, without anything lost. Could you test with a newer version too? By the way, the viewbox suggests a output picture of amost 4px to 4px. This is a really small scale, if you want to export it as png.
