web client: Checkout box floats above patron tabs when scrolling

When scrolling on the patron Checkout Screen, the barcode entry box floats above the patron record tabs, when one would expect them to disappear behind the tabs. See the screencast at:

I'm guessing a change to the z-index value will fix this.

confirmed in web client 2.12.3. Resized window for scroll bar and experienced reported behavior of barcode box.

I hope I'm doing this correctly, it is a very small change but I'd appreciate some experienced eyes on this as I am very much a novice!
