Keyboard shortcuts don't honor dvorak keymap

Bug Description
Hi!
I have my keymap set to dvorak in Ubuntu, but inkscape (and only inkscape)
still uses qwerty-mapped key shortcuts (ie. C-c, C-v work with the qwerty
positions). Other applications such as gedit honor the dvorak keymap for
their keyboard shortcuts.
Writing into text boxes inside Inkscape honors dvorak -- it's just the
keyboard shortcuts that insist on qwerty.
Any ideas?

most likely a gtk problem, not something we can fix :(
