Bug Description

default.replication.factor=2 is set in /usr/share/kafka/config/server.properties
though there is only one db node on upgrade from r3.1.2.0-62 to r3.2.3.0-38 mitaka.

The upgrade log is uploaded to /cs-shared/bugs/1688413/

according to log, the testbed.py should be wrong, --cassandra_ip_list 172.16.80.7 172.16.80.7 172.16.80.7 is config same three times.
