Stop disabling bluetooth!

Bug Description

Randomly after resuming from sleep, restarting, logging in or opening the screen on a laptop, bluetooth gets disabled. This is a major problem for bluetooth peripheral users as it can cause the system to be unusable without having to use a non-bluetooth peripheral just to re-enable bluetooth.

This is completely unrelated to bluetooth discovery, of which is normally disabled in this use-case.

Wait what? I never set it to launchpad-integration, it was originally kdebluetooth as bluez doesn't show when you search for bluetooth packages...

Is bluez part of bluetoothd and what kubuntu uses?

Yes bluez is the common Bluetooth stack for Linux desktop.

It's possible other packages are also involved in this bug, but many people are reporting similar issues so this is likely to get merged into some other existing Bluetooth bug.
