Bug Description
The following issues were found during customer testing for GR/LLGR:
o GR/LLGR capabilities are not advertised when configured GR time is zero
even though configured LLGR time is non-zero
o GR/LLGR helper mode is disabled if received GR time is zero even though
received LLGR time is non-zero
