Unable to delete images when disconnected from SimpleStream source

Bug Description

Whenever the user adds or removes an image from MAAS the first thing MAAS does is reload the BootSourceCache. I tried to remove an image while my Internet connection was down but was unable to because MAAS couldn't reach the SimpleStream source. As soon as my Internet connection came back I was able to delete the image.

MAAS should not reload the BootSourceCache when deleting an image to allow images to be deleted when off-line.

Seems like we should try to sync but if not possible to ignore the error.
