lightdm should not have a pulseaudio config

Bug Description

If the directory /var/lib/lightdm/.config/pulse exists, then whenever the screen goes blank, the sound volume changes, mutes, or takes on some other random parameters specified by this file. It does not reset on unlocking the screen. This is an extraordinarily dumb behaviour which can be temporarily remedied by deleting that directory, or swapping out lightdm for xscreensaver.

Please make sure that lightdm cannot write a pulse config file, or that consolekit or whatever for pulseaudio does not use system users as sources for parameters, and so forth.

This would need to be fixed in the appropriate greeter - LightDM does not write any files in /home/lightdm.

@robert-ancell Go on, give us a clue. Who _should_ we report this to? We've gotten so far as to figure out WHY volume mutes when the screen locks, which is frankly killer for any RT AV work, and now I'm lost in the maze of twisty microservices, all alike.

I'm just a user here, yet I've diagnosed the issue, and taken the plunge of reporting a bug to the monster that is Launchpad in the full expectation that in a year or so I'll get an email telling me that nobody gave a damn, and the bot has closed it. But here is an unrivaled opportunity to do better.
