Node configuration user collisions are possible

Bug Description

Operations such as storage configurations and network changes can be performed on a node by regular users prior to the node being acquired (reserved) by a user. It is therefore possible for there to be node configuration user collisions. Please consider a way to prohibit this from happening. One quick "fix" would be to invent an action 'Configure' which would alert other users (at least in the web UI) that a node is being configured. Under the hood this new action would stay as 'Ready'.
