Bug Description
Fix the Sphinx html_last_
The html_last_
byte string in python3, causing Sphinx build to break.
This patch makes it utf-8 string.

For manila this issue is for the api-ref, not for the docs proper. I adjusted the title of the bug accordingly but then saw that the bug is being used for zun to, so set it back.
