[2.2.0rc2, Subnets, UX Improvement] Introduce a secondary nav in the subnet details page.
Bug description:
* Current result:
Given I am in a subnet details page
When I want to go to a section
Then I have to scroll in the page to do so
* Expected/ correct result:
Given I am in a subnet details page
When I want to go to a section
Then I can use the secondary navigation to do so
Since the Subnets page has 3 clear sections it would be good to introduce secondary navigation that assists the user discover and navigate in these sections. The 3 tabs in the secondary nav will be Summary, Static routes, Utilisation.
