Missing geoip module in nginx-naxsi

Bug Description

Contrary to the nginx-full package the nginx-naxsi package does not include the geoip module for unknown reasons.

This makes it impossible to seamlessly switch over to nginx-naxsi if required.

For the record, the NAXSI set of packages has been deprecated since 14.04 and is no longer maintained in the Ubuntu packaging due to the non-trivial nature of updating it.

This was echoed in Debian.

I am not sure whether a change to the packaging would be desired in Trusty either so I will have to check with the rest of the server team first.

After discussion with the rest of the server team, this would not satisfy the "Stable Release Update" requirements, which dictate when an update can and cannot be accepted as an update in a stable Ubuntu release.

Implementing this in a PPA would be trivial, however we are not going to be implementing this in Ubuntu at this time.

Refer to https://wiki.ubuntu.com/StableReleaseUpdates#When for details on when a stable release update is appropriate. This is not one of those times, currently.
