zaqar fails to start with docker

Bug Description

In t-h-t commit 57a26486128982c9887edd02eb8897045215b10a we changed to run under httpd. The upstream Zaqar kolla containers appear to still be missing the Apache binaries however so we need to revert this until it functionally will work.
