Bug Description
Bug: Broken fullscreen when full-screening Chrome (or a video app such as youtube), on secondary display (no top bar), in a maximized window (not fullscreen.) Fullscreening a chrome window or youtube video when the window is not maximized results in a successful fullscreening.

I am experiencing this bug as well.
I saw this bug with Version 57 and 58 of Chrome.
