merge of person does not merge maintainership records

Bug Description

I merged two accounts 'from' and 'to'. 'from' was listed as the maintainer of 'bazaar' for its +packages page, but after the merge 'from' was still listed as that maintainer rather than 'to' getting that moved across.

That is - maintainership.maintainer should be scanned for 'from'.id and updated to 'to'.id during account merging.

Should people merging handle InitialBugContacts or should this bug be closed?
