Mouse wheel scroll speed has bad default and is not configurable

Bug Description

I know some people are having problems with specific applications.
For me, the scroll speed is too slow everywhere, and in some applications (chrome) it is REALLY REALLY SLOW.

I've tried using xinput to fix it, but setting "Evdev Scrolling Distance" did not help as it was already set to "1" (the fastest velocity). (This configuration could be a float instead of an int >= 1)
Since I couldn't solve it I filed this bug, as it is hindering my day-today use of ubuntu.

I think the user would be better served by a slider in the Mouse & Touchpad configuration page.
