non-deb tickets show as active forever

Although https://bileto.ubuntu.com/#/active lists only '97 Active' tickets, in fact this page shows a large number of very old tickets that were created for tracking non-package-related tests and were then never cleaned up.

It appears these tickets were never assigned ppas, which is why they aren't included in the count. I'm not sure if it's currently possible to create a ticket in such a state, or if this is historical only. It does seem to be a valid use case for bileto to have tickets that are resolved without ever publishing to an apt archive, however, and it would be preferable if these not be left "open" forever.
