fuel-mirror missing in fuel 11

Bug Description

Just made a fresh installation of fuel-community-11.0. It seems that fuel-mirror is missing and/or the documentation is not up-to-date:
https://docs.openstack.org/developer/fuel-docs/userdocs/fuel-install-guide/local-repo.html
The fuel-mirror simply does not exist.

[root@fuel ~]# fuel-mirror
-bash: fuel-mirror: command not found
[root@fuel ~]#

There is no fuel-mirror tool since Fuel10, it has been replaced by packetary:
https://github.com/openstack/fuel-specs/blob/master/specs/10.0/use-packetary-in-fuel.rst
