Bug Description

This remains an issue. Supposedly fixed, it's still an issue in 16.04.

When an OpenVPN connection enables, or dies off, dnsmasq ceases to respond. The upstream DNS servers set are two bind9 instances that both reply to direct queries, so the core issue is that `dnsmasq` is broken.

This bug is essentially about the same "VPN fails to DNS" issue as bug 1688018; marking as a duplicate, since the other bug report as more information about the issue.
