I installed from zesty-desktop-i386.iso (without fetching any proprietary packages). After rebooting into the installed system I could install flashplugin-installer (and the whole lubuntu-restricted-extras).

It seems this bug affects only the installation of Lubuntu itself, or maybe it is depending on the hardware. I installed in http://www.toshiba.se/laptops/satellite-pro/c850/satellite-pro-c850-19w/

I'm going to need installer logs to be able to triage this with any success.

Thank you for taking the time to report this bug and help make Ubuntu better.

This kind of bug would be more useful with logs. Here's how I recommend submitting a bug with logs for the installer.

Use the Try Ubuntu option.
After the bug happens, run
ubuntu-bug ubiquity

That screenshot doesn't show it failing, it just shows it going very slowly.

This problem which I had twice this morning has disappeared now on a new installation of L.17.04 20170412, so obviously there was a download problem earlier with the adobe flash-plugin. Sorry for this fuzz. I will delete this bug in the test results.
