[doc] Document that Windows Images need to be recreated on Upgrade from 1.9 to 2.1.x due to python3.

Since older images were never created to support python3, this is what would happen. That said, newer created images should work in both, python2/python3. As such. I'll mark this as a doc improvement to notify users.
