WebUI is not showing the image list while creating service template

Bug Description

The setup was brought up with 3053 mainline mitaka using SM-Lite.

Image list was not showing anything while creating the v1-service template. In console seen the error https://nodec41.englab.juniper.net:8143/api/tenants/config/system-flavors?_=1491886250023 500 (Internal Server Error)

But this error was seen when we click the + button to create service template.

But I could see the image list in horizon page
