Bug Description

The package "tuned-profiles-cpu-partitioning" is needed for ocata and newton. For ocata, we can use the PreNetworkConfig to enable tuned and for newton, we can use the first-boot scripts to enable it. It i merged in master [1] along with the blueprint [2]. Raising this bug to track the backport.

    Enabled "tuned-profiles-cpu-partitioning" package for overcloud image

    For DPDK deployments, the host machine has to be tuned for
    better performance by isolating the CPUs. Tune-d's
    cpu-partitioning profile takes care of isolating host processes
    to the given set of CPUs only. Enabling the package in overcloud
    image.
